An early hurtle for the Seminole Tribe was the need to unify the groups of Miccosukee and Muskogee speakers living on Florida’s three federal reservations.  Each reservation had common goals and issues, yet all had unique concerns as well. The tribe attempted to give all three Seminole reservations equal representation on the Tribal Council, and generally chose influential community members to participate.  However, some tribal members were concerned that elected Council members might not effectively represent the interests of their constituents or might overstep the authority of their positions.
